Piedmont Natural Gas customers in North Carolina are likely to see a small bump in their monthly bills starting Nov. 1, while customers at PSNC Energy should see a small drop at the same time. Piedmont, based in Charlotte, plans to increase rates a little more than 2.5% to compensate for low sales due to warmer than normal winters last year and expected this year. If the N.C.
