Is Duke Energy preparing to appeal N.C.’s $6.8M fine in the Dan River spill?

It appears likely that next week Duke Energy will appeal the $6.8 million environmental fine North Carolina imposed last month in the February 2014 spill of up to 39,000 tons of coal ash in to the Dan River.
