A Cleveland County electric company has notified the state that it plans to lay off 168 workers this week after losing contracts with Duke Energy Corp. Williams Electric Co. in Shelby is downsizing its facilities in the Carolinas as of Friday, according to a Worker Adjustment and Retraining Notification (WARN) filing provided by the N.C.
